If you only have 3 to 4 days in Taipei, heres some places worth checking out:

Yang Mingshan National Park
Get away from the hustle and bustle of city life.  Enjoy Taipei's natural jacuzzi, the hot springs.

Shilin Night Market
One of the biggest night market in Taipei. This place is a must go to get an instant flavor of Taiwan street food culture.  Bags, knick-knacks, accessories, you can get them all at Shilin Night Market.

Xi Men Ding
Ala Woman's Street of Hong Kong. More bags and shoes available there. You can leave your wife/girlfriend there for a whole day,  return to pick her up, and to have her tell you she needs more time to finish her shopping. The place where youngsters in Taipei hangs out too.

Eslite Book Store
Taiwan's most popular bookstore and my favorite bookstore of all time. Great ambience, availability of many rare prints and cool layout makes this a very popular hangout for bookworms. Plus, this book still is open till late. Some for 24 hours. You can walk in at 3 am on a Monday night and see plenty of people there.

Dan Shui
Take the Metro till the end of the line. There, you would reach a fishing outpost call Dan shui. Along side the sea, you can a mini funfair going on.

Taipei 101
Latest national monument of Taiwan. Go catch it for all the hype!

Taiwan National Museum
To some, Forbidden City in Beijing is the outer case. The real national treasure from Dynastic China is in the Taiwan National Museum.

Both very good choices for Taipei!

Yang Ming Shan is not easy to go up without a car. It is possible to go to the place by public transport still.

You can get directions from their official site at :

http://www.ymsnp.gov.tw/HTML/ENG/07directions/dir_a02_list.asp

One way is to hire a taxi for a day to get you there. Negotiate a good price with the cabby.

Here is a nursery I visited at Yang Mingshan

For the National Museum, directions are:

MRT:
Take the MRT Danshui Line to the Shilin Station and take bus R30 (Red 30) to the National Palace Museum. Other routes that will take you to and near the Museum plaza are buses 255, 304, Minibus 18 and Minibus 19.

If there is a chance, can take a side trip to KaoShiung which is about 90 mins away by high speed rail.

Cheap seafood there and Asia's biggest shopping mall, Dream Mall is there too.

Then do you guys have any suggestions for 3 days in the outskirts of Taipei?
EG. Jiufen all that.
For cheap and good hotels, do you guys have any recommendations?

PS. It musn't be too secluded cause me and my friends are only 18 and its my first time going to the outskirts without tour groups so yeah.

Btw, are the pubs in Taipei safe?
My friends want to go but I don't have a good feeling about this.

Try, Jiufeng, Keelung and I-lan but if you are a city girl then you can skip those. Yang Ming Shan is good enough.

Some of the pubs there are really wild and I would suggest you skip those esp if you are 18 only  Smiley

Jiu Feng is an excellent place for those seeking to get away from town.

The town does not have any hotels, but there are several small guest houses that are identifiable by characters "住宿" ("lodging"). Most tourists, however, stay in Taipei or Keelung and just visit Jiufen for a day trip.

Try these two:

    * Bafankeng Café (八番坑Café民宿), 100 Wushi Ln, Ruifang Township, Taipei County, Tel:+886 2 2497-5291, Fax:+886 2 2496-9500,. The proprietor of this guesthouse is very helpful.

    * JiuFen B&B - ShiXiaXiang B&B (九份民宿 - 市下巷民宿), 2 Shi Xia Xiang, Ruifang Township, Taipei County, Mobile: 0925533168.

I dont have the web site but I have the address, its very near to the Nikko cafe too:

台北市大安路一段90號
90 Da'An Road, Taipei, Taiwan
(Da'An Road is across the road and perpendicular to the big Sogo department store on 45 Zhongxiao East Road (Sec. 4)).
Ph: (02) 2711-1132

I can get into the first site alright..not too sure on the number of rooms but guests houses like these are usually very accommodating. An extra bed should be fine. But always call to check before going.
